(office app) has not been installed for the current user. Pleaserun setup to install the application

I get this error when opening Outlook 2003ps2, and otehr office 2003
applications including Project 2003. This only happens for one user
(the primary). Everything works fine when I log on. Both of us have
admin privileges to the local computer (Windows Xp Sp2).

I'm tearing my hair out here trying to get something to work. I've
tried multiple full reinstalls (deleting reg keys and install files),
using the Installer Clean up utility, importing the Office registry key
from my HKCU hive, copying install files to the local disk and
re-running the installation.

Nothing will budge it. I am told that a similar problem on another
computer was solved by deleting the user's XP profile and having him
start with a fresh one. That's going a bit too far at this point.

Any ideas would be apreciated.

This issue is mostly caused that the file opa11.dat permission is not set
properly. Follow the steps below to see if it works.

1. Log on to the computer by using an Administrator user account.
2. Start Microsoft Windows Explorer.
3. On the Tools menu, click Folder Options.
4. Click the View tab.
5. Under Hidden files and folders, click Show hidden files and folders.
6. Click to clear the Hide extensions for known file types check box, and
then click OK.
7. Open the following folder: C:\Documents and Settings\All
Users\Application Data\Microsoft\Office\Data\
8. Right-click Opa11.dat, and then click Properties.
9. Click the Security tab.
10. Click Advanced.
11. Click the Permissions tab.
12. Click to select Everyone in the Permission entries list, and then
click Edit.
13. Click to select the Full Control check box.
14. Click OK three times. If these steps do not resolve this issue, delete
the Opa11.dat file from the following folder, and then restart an Office
2003 program.
C:\Documents and Settings\All Users\Application Data\Microsoft\Office\Data

I'm afraid that Opa11.dat wasn't the issue. I checked the
permissions, and Everyone had Full Control. I specifically added
permissions for the user and reinstalled, same error. I deleted the dat
file and ran detect and repair again. No change. I tried another
opa11.dat file from another machine, no help.

_Another_ installation and _another Detect and Repair did nothing to
help this. How could this happen?

Hi Jim,

Which Anti-Virus program are you using on the computer, Norton, Panda
Titanium antivirus, or others? Check if there is virus (for example, the
abwiz.f virus) on the computer. Also, disable the document scanning option
in the Anti-Virus program. And test the issue again. What is the result?

Come into Windows safe mode to test the issue

1. Restart your computer
2. Keep press F8, until the screen "Windows Advanced Options Menu" appears.
3. Press "Up arrow" in the keyboard to select "Safe Mode with network",
press "Enter"
4. Log in the account. Is it working fine under Windows safe mode?

Emily,

The user is not in the office today and I cannot log in to his
profile. I attempted to copy his profile to my user on that machine,
hoping that the problem would follow me, but it didn't! I can easily
run office programs even with a copy of his profile.

Anyway, seems like we are back basic troubleshooting. I've of course
disabled the Symantec Corp AV on his machine at the start.

Hi Jim,

Thanks for your reply.

The issue is mostly caused that:
1. The permission for the file OPA11.dat.
2. The Office installation for the specific Windows account.
3. There might be virus on the computer which prevents the Office program
to be used.
4. There is problem with the specific Windows account.

As you have checked for virus, completely reinstalled Office 2003 under the
specific Windows account, check the file OPA11.dat, the issue persists. I
think we need to create a new Windows account to see if it fixes the issue.

Search the system for taskdir.exe and taskdir.dll. If you find results
here, do let me know.

Come into Windows safe mode and log in that specific user account. Let me
know if Office works.

Create a new Windows account to see if it works.

I ended up deleting his profile and having windows recreate it from
the "default" which I even had to boot into safe mode to do that.

With a new user profile, Office apps load fine. I just hope we didn't
loose anything important.

The issue is mostly caused that:
1. The permission for the file OPA11.dat.
2. The Office installation for the specific Windows account.
3. There might be virus on the computer which prevents the Office program
to be used.
4. There is problem with the specific Windows account.

As you have checked for virus, completely reinstalled Office 2003 under the
specific Windows account, check the file OPA11.dat, the issue persists. I
think we need to create a new Windows account to see if it fixes the issue.

Search the system for taskdir.exe and taskdir.dll. If you find results
here, do let me know.

Come into Windows safe mode and log in that specific user account. Let me
know if Office works.

Create a new Windows account to see if it works.

I have been following this because I have a user who has the same problem on
his computer. This user had attempted to update spell check to be able to
check Spanish and that was when he got this error. 1st I tried to do a
repair on office then uninstalled it and reinstalled. I cleaned the register
all with no luck. I now am going to add a new profile and see if this works
as it did for Jim. Thank you for posting here.
