Office clipboard window can't be moved

In Excel and Word the Office Clipboard window can't be moved or
resized. The top of the window is behind the menu bar and the bottom
of the window is below the bottom of the screen. My screen is at
maximum resolution and it still won't fit, when I change resolution
smaller then larger it does not help.

How can I move and resize the Office Clipboard window?

With all Office apps closed, trash your Office Settings (10) file in
the ~:Library:preferences:Microsoft folder (where ~ is your home
directory). Empty the trash, then start XL or Word.
