Office Document Imaging in Terminal Server Session?

We are running Office 2007 Sm. Bus. in a terminal services session on a 2003
Server (standard edit.) and are having trouble making .tif files open with
microsoft office document imaging (MODI). I have tried to change the program
that opens .tif files and it continues to give us an error saying that that
the program isn't installed. but it is installed. I can open document
imaging, and then open a .tif from inside the program just fine. but if I
click on a .tif it just won't open. any ideas?
