When trying to make annotations permanent I receive a
error of:
There is not enough memory to complete this operation.
I/we have been able to make annotations permanent of
some drawings but cannot do on any others.

It would be helpful to know what drawings you are referring to.

I mean: what file types, what file sizes, attachments or OLE objects, etc.
