From your O.P I read that you had not yet installed.
As soon as you put the disc in the computer one of the first windows you get
is the 'I agree/disagree' to the licence. That is when you can read the
EULA.
If you don't agree and you tick that box then install ends - of course it
will not install. I would say, if you dont try an install then you will not
get the chance to read the EULA.

What significance does Office 2000 have to Office 2003?
Only in that MS says that if you need to read the EULA for a particular pice
of software, that is how you do it. But in my Office2000 it is not in
there?

It's almost impossible to buy an unrestricted version of Office
Professional > 2003
All software have restrictions on the end user usage.
Retail versions have less than OEM - that is why they are more expensive.
but lots of OEM versions are available.
OEM versions are in just about every piece of hardware and software.
If you buy a genuine Office2003, not pirated etc, then it should have
attached, the cert. of authentification and product key which you enter when
asked. If there is a problem with this code then it will not install.
Technically, when you buy you should also buy a piece of computer hardware,
ie piece of cable/mouse/usb plug - something of very low value.
On the packaging, which should still be sealed by the way, there is the
mention of being sold with a new PC. That cheap piece of hardware fullfills
the EULA, believe it or not.
Before buying, I'd like to know if it will install ok - hence my original
question.
How can you ever know some software will install or not before you buy?
The install or not will depend on where/how you buy the software and if it
is genuine - i.e. the product needs to be new/never opened/never used
before.
Caveat Emptor as to from where/whom you buy.
If you get passed that hurdle there is no reason why it will not install.
I have bought 2 OEM versions of Office 2000 in the last 6 years onto Windows
NT and XP with no problems.
But as far as I know, I can only use this software on ONE computer.
Buit, as I have already said, read the EULA for the restrictions.
I would assume it is the same as mine ie
'You may install and use a copy of the software on one personal computer or
other device AND install and use on a SECOND PORTABLE device for the
exclusive use of the primary user of the first copy of the software'
