Office Programs want to re-install for new user

I posted this a couple weeks ago but got no response, so
trying again.
Running XP home, set up a new user without
administrative rights.

Created shortcut to Microsoft WORD (same symptoms for
other Office Programs). When I click on the shortcut,
I get a dialog trying to install WORD SR-1 which is
already installed, and is so indicated in WORD Help. I
can cancel the dialogs and WORD starts and appears to
function properly. It makes no difference if I insert
the OFFICE 2000 CD. I do not have this problem on two
other users (both with administrative privileges). I
have not tried giving administrative privileges to this
user because I don't want him to have them.
