Office Shortcut Bar Problem

After installing Office XP on a Compaq laptop running Win
2000, I get this message when I try to load the shortcut
bar: "The Office Shortcut Bar must have at least one
toolbar to run. Do you want to add a toolbar now?" I've
used Office XP and Office 2000 lately, and I've always
been able to use the Office Shortcut Bar without seeing
this message. How do I get it to run?
