Hi Larry,
If the MS Office shortcut bar optional feature is installed you should be able to start it from Start=>Run and entering
MSOffice.exe
and then resetting the startup behavior.
One of the reasons it was retired after Office XP/2002 is that it wouldn't always win the 'keep on top' trys with other apps that
wanted the same thing

If the method above works you may want to keep a shortcut avaialable on the desktop or in your start menu
to pop it up manually when needed.
