Office Shortcut Toolbar

I have a user running W2K Pro & Office XP. He's been
using the Office Shortcut Toolbar for months but we had a
power glitch and now it's gone. When he starts the Office
Shorcut Toolbar, it says it is starting, but no toolbar. I
tried stoping the mouse on the edges of the screen
thinking that it may be hidden but, no luck. I login to
his computer and start the toolbar and I get the toolbar.
Is there some control file or registry entry to "reset" or
delete that would allow the toolbar to be shown under his
login?

Also, I have uninstalled and reinstalled the Office 2000
Shortcut Toolbar with the same results.
