Office Shortcuts in Start Programs

Using XP with Office XP.
I have am having problems with old office shortcuts that
will not delete from the Start Programs Menu. As admin the
shortcuts are OK but as any other user they are blank.
I have re-created the local user profiles and
uninstalled / reinstalled office. When you look in all
users the right shortcuts are there. When you look at
another user profile the shortcuts are blank. If you
delete the shortcuts from start programs the correct icons
filter down and you are able to access the programs. When
you logoff and on again the icons revert back to being
blank. Even if the user is an Admin they do not have the
correct icons. It looks like it is picking up old icons
that are not pointing to anything and when you delete the
correct icons are underneath.

I have removed all shortcuts from all users, admin, and
specific user profiles.I have removed the software and
reloaded. All is ok only for the Admin logon nobody else
even if they are Admin's as well. If you delete the
shortcuts out of the Start program list by right clicking
and deleting the right Icons appear where the redundant
ones were and you are able to access the programs until
you logoff/on again.
