Office should let me cut and paste in the Options and settings.

Really frustrates me that I cannot paste stuff in , for example the subject
content in rules wizard. I cut and paste everything, the less typing the
better, would be nice to do in Office.

I will assume you're talking about Outlook (as OE is not, and has never
been, part of Office). You need to learn how to use keyboard shortcuts, my
friend. I can cut/copy and paste just about anywhere using the following
shortcuts: -

CTRL+X = Cut
CTRL+C = Copy
CTRL+V = Paste
