Office System 2003 Installation Iusse

I install Office System 2003 in a mutil-user enviornment.
While using Administrator A/C, the Office run properly. Howeve, while using user A/C, a dialog box shows every time saying that

Windows Install
Preparing to install
Please wait while Windows configures MS Office

How can I solve this.
