Office toolbar is gone!

I just had windows xp installed on my machine and now I
can't find the Office Toolbar. It used to be under
start/microsoft office tools. Could it be that I just
didn't elect to have it installed, or should it be there
regardless?

Indeed you may not have installed it. It's not a default install with Office
XP (is that what you meant?).
