Office Toolbar

I run XP Pro at home and use a toolbar that has many neat functions
available. This is a new installation at work and I cannot find the menu
item that will enable it. My IT Admin says he's heard that it was deleted
from Office 2003. Is there some way I can bring it up here? I'm so used to
using it that it's beyond 'comfort zone' and into 'productivity enhancement'.
