Office XP as media only disk?

Amazon UK are selling a version of Office XP for only £75.
I contacted the seller, a registered company by the way,
who tells me that it's not an OEM or student version,
but "genuine software with hologram CD + keycode, is not
in the normal MS cardboard box and thus does
not come with mini manual hence cheaper price" and "Not
oem but media only". What do they mean by media only? Is
this an illegal version of the software, or a version that
functions partly only?

media only = cd only
They state full version + money back guarantee. It is a discontinued
application
If illegal and advertised on Amazon I'm sure there would be a comeback
there!
