Office XP install problems

I'm trying to install a full retail version of Office XP on a Windows XP(SP3)
machine that previous had only Word 2000 SR-1 installed.

Office XP setup says it finished successfully.
When I go to run Word or Excel, they start and immediately terminate.
The spash is on the screen just long enough to see that the "Licensed to"
information says "not available".

I've tried uninstalling and reinstalling. No change.

I've tried running appwiz.cpl as recommended in
http://support.microsoft.com/kb/903097/en-us
but that did not make any difference

After running SETUP with NOFEATURESTATEMIGRATION=1, invoking the installer
from the control panel, it flashes "configuring" briefly then exits.

I've reviewed the various install logs.
The most recent one shows:
MSI (c) (44:D0) [11:54:22:312]: Note: 1: 1728
MSI (c) (44:D0) [11:54:22:312]: Product: Microsoft Office XP Professional --
Configuration completed successfully.

A search on 1728 didn't come up with anything.
How do I get this to install correctly?

Yes, I have uninstalled Word 2000.
