Office XP MUI and Office XP not working together

Hi,

I have Office XP and MUI for Thai. I have installed the software
successfully but when I try to change the language settings I get the
following option greyed out
Thai (Limited Support)

Office XP version 10.4219.4219) XP2 and MUI CD for Thai says use only with
English Office XP.
Windows 2000 Pro SP4 English.

Any ideas why I can't change to Thai menus?
