Office XP only displaying empty winframes / no menus or toolbars -

Title :
When booting up the computer (XP pro SP2, office XP SP2, current norton
antivirus) the windows frames and title bars appear for office products, but
not the contents (no menu items, toolbars, contents of the frames)
Icons appear on the desktop, but without labels
the start menu right pane (icons for run, control panel, documents etc) is
unavailable (not displayed)
network connection works - but IE does not display the copied and pasted
addresses in the address bar.
upon shutdown the following message appears
.... ciceroUlWndFrame ...
<add message text>

I have tried to boot in safe mode with command prompt and run sigverif to
check on the driver digital signing (advanced *.* under windows) with no
problems reported
I have run a full virus scan with updated Norton virus definitions with no
reported virusses

When booting up under safe mode (with windows support) a warning symbol
(yellow triangle with an exclamation mark) appears with the following text

I have been unable to repair the Office XP install from the CD as only the
empty windows frame is displayed when I insert the CD
