Office XP, Outlook event recurrence

I'm a bit puzzled by Outlook as part of Office, it does not seem to accept
expressions. I want to schedule an event for the last Friday before the 21st
of the month, easily expressed in Excel but not acceptable by Outlook. Have I
misunderstood the way Office works? Is Outlook just a separate program?

I would also like to use Excel expressions in the text of scheduled events to
say "this is the 7th meeting of" or "this is the 3rd annual meeting of". I can't
find any anchor date/time settings in messages or a way of using them. This is
very odd as the tools are there to do it - and such facilities are available in
simple freeware calendar/reminder programs but not integrated in Office.

I'm a bit worried about this because I need to advise a couple of small
companies. Can I say that Office is an integrated system or should I advise them
to buy separate products? This is not really the group to ask about the other
elements - I need to test them as well - but is it generally true that parts of,
say, Access cannot be used in Word, or Outlook in Excel?
