No, actually, it's different: I mean re-install with your CD. Running the
program (osa.exe) won't do anything if the program isn't installed on your
computer yet.

Go to the Windows Control Panel, choose "Add / Remove Programs" and select
Office. Choose to re-install it, and do a custom installation (or complete
installation). This means that you shouldn't just click through the default
installation options. In the custom installation, make sure that you choose
to install the Shortcut Bar. A complete installation will install the
Shortcut Bar, also.

Alternatively, you can insert your CD and re-install that way. You should
see the same result.
