Office XP Shortcut bar disappeared...

....and is resisting all my efforts to restore it. I have used the shortcut
bar for years and am familiar with its operation. After it disappeared, I
tried to start it manually; no luck. On reboot, I see a box saying that it is
being prepared, but it doesn't appear. I reinstalled it both from the
add/remove programs feature in the Control Panel and from the original CD.
Neither had any effect. I'm out of ideas--any suggestions would be most
welcome.
