Office XP User level login error in win2kpro

had been running office xp on win 2kpro PC with admin login but now need to
setup a user level login. all works except office xp - get error1722 - it is
like the office xp installer tries to setup the user but fails. MS KB
article from 2004 refer's to MS knowing about the issue, but I can not find
a fix - this is causing quite a bit of grief for my user - can someone
please help?

You need to install Service Pack 4:
