offline folders

need to configure offline folders but the button for "offline folder
settings" does not appear nor does the synchronize menu under Tools. This is
outlook 2000, no sr1, sr2, or sp3.
Tried installing sr1, sr2, and all service packs and offline folder support
still does not appear.
Any ideas?

Just to double check, you're connecting to an Exchange Server, correct?
That's the only server backend that supports Offline Folders with Outlook.

Yes, connecting to Exch2K.
A little more detail. We have an app that uses the outlook profile to send
mail and our maintenance schedule calls for rebooting the exchange server
once a week. When the app is scheduled to send mail (it sends all the time)
and loses connectivity with the server the app hangs for about 12 hours.
So, I also need to be mindful of Outlook security when upgrading the client
in order to avoid Outlook security from blocking the app from sending mail
through Outlook.

Odd... have you tried removing & readding the Exchange Server service on the
troubled machine?

Yep. Removed the profile and created a new one. Tried to completely uninstall
and reinstall outlook. Even tried updating it all the way to current and
still no offline folders. I have a replica of this app server and I installed
outlook (no sr no sp) to it and offline folders showed right away.
