OL 2002 applying rules inconsistently

Hi

Does ANYONE have the fix for this:
OL 2002/XP pro/POP3 mail

A SIMPLE rule gets applied only sometimes automatically,
always works manually:
"THRU <specified account>:MOVE TO <specified folder>"
There are no other rules.
