OL 2003 won't send attachments

I just upgraded from 2000 to 2003 and find that 2003 won't send mail
with attachments. It just sits in the outbox. File size is not an
issue, nor is the type of file. I can otherwise send and receive OK,
and I can receive attachments OK.
