Why are most received emails from addressees on the Safe Senders list placed in the Junk E-Mail folder after appearing in the Inbox for a second or less. Those same addressees are not in the Blocked Senders list.

Do you have a rule that moves messages with certain words to the junk
folder? One MVP used a rule to move ones containing the word "virus" to
the junk folder and all of the messages had a footer that said "this message
was virus scanned.... ".
