OL2003 rules not processing automatically

I have a PC running Outlook 2003 in an Exchange 2003 environment. The
user created server-side rules to sort incoming messages based on
subject, and any email coming into the mailbox from senders with the
same company are processed automatically, while messages from external
addresses just sit in the Inbox until the rules are run manually.

I have already run "outlook.exe /cleanrules" and re-created all of the
rules, but the problem persists.

Any ideas?
