OLE Server

I'm in an Access 2002 project talking to SQL Server 2000.
When I try to create a trigger on a table (any table) I
get an error message, "The OLE server isn't registered. To
register the OLE server, reinstall it". This is the first
time I've tried to create a new trigger through the Access
UI.

I followed KB 301813 to reinstall a bunch of DLL’s and it
didn't help. I found a discussion about Norton & OLE
Server interactions so I removed Norton and it still
happens - I cannot create a new trigger.

Any ideas? Thank you.
