On printing out a set of rows and columns at the beginning of every sheet.

I seem to remember that there is a way of specifying a set of rows and
columns that get printed out at the top and left of each sheet when printing
a worksheet that gets split into multiple sheets.

Not OK!

I insert the numeral "3" for three rows, or just "A" to designate the first
row. In each case I get a message to the effect that the name is illegal.
Whats going on?

It's looking for *2* numbers, a start and an end!

You could choose to have 3 rows repeat at the top of each page.
So, you'd enter 1:3
Same for columns,
A:C

Now, for a single row or column,
3:3
OR
A:A
