On the Format button, I get "Format Picture" instead of "Borders"

I want to apply a border to a picture in a Word document. But when I select
Format I cannot get the "Borders and Shading" tab, only "Format Picture." The
picture is already correctly sized.

Borders can be applied only to inline pictures (those with In Line With Text
wrapping). If your picture has any other wrapping style applied, you'll have
to use a "line" from the Colors and Lines tab of Format Picture, which will
be similar to a border with the exception that it's all or nothing--has to
be applied to all four sides--whereas you can choose specific sides for
borders. You'll have the same selection of line colors, weights, and styles,
however.
