Onclick behavior

just got FP 2003 and while setting behavior, i can't seem to get the mouse
or keyboard actions. i can get the page actions. seems like something is
turned off - but i can't find it. the jump to is dimmed also.

help

You need to select an item in the page (picture or text) to get them
