Is there a way to have a "Read Only" option to the password protect? I can't
find anything reference to a Read Only option.

No, the password protection feature is just that - encryption based on a
password.

If you want to make a section (or notebook) read only, you can go to the
file system and open the properties dialog there to set permissions. This is
the same way you would mark a folder or text document read only.

If the notebook is on a SharePoint server, contact your administrator for
how to set permissions.
