one pst file for each user

I remember a pst file contains all the various email folders one creates and
also the standard inbox, deleted items, outbox, sent items etc. If this is
true, I want to set up Windows and Outlook in such a way that each Windows
user has his/her pst file opened when Outlook is started. Is that possible?

For example, in a Windows 98 PC set up with two users aaa and bbb. When the
user sign-on as aaa and starts Outlook, I want Outlook 2000 to receive mails
onto aaa.pst from [email protected], where [email protected] is a standard
Internet email account of a POP3 mail server. Similar if another user sign-on
as bbb and starts Outlook, bbb receives emails onto bbb.pst from
[email protected].

Where do I find information how to set this up? I read Outlook "help", it
does not tell me.
