One workbook for multiple offices

I have a work book that has 4 different sheets. I have 16 offices tha
need to use this. I want to avoid making copies

You could share your workbook by saving it in a common place such as
company server and then click Tools, Share workbook...
You could also click the File, Permission, Restrict Permissions as..
