OneNote '07: How to make pages open at the top (i.e. title)

My OneNote pages open wherever they want, with random containers selected,
and there seems to be no rhyme or reason for the selection. (It is not
necessarily the last object that was used before closing the page.) How can I
make each page open AT THE TOP, i.e. showing the Title of the page, with NO
conainers selected? I have tried "Tools ... Options ... Show Note Containers
on Pages", but it seems to make no difference whether that option is checked
or unchecked. Either way, my pages open whethever they want to.

What you're seeing is either a bug or as-intended behavior, depending on
the situation.

In general, the cursor and therefore the scroll location of a page when you
open it up will be last location of any changes on that page. If you have
edited that page in the past, and the last change is in the middle of the
page, that is where you will open up again upon next view. That behavior
is by design.

The common problem (and bug!) is that the cursor seems to go to the bottom
of the changes but still display the cursor at the top of the page. So if
you send a web page to ON, and then later navigate to that page, you will
see the very bottom of the web page content and the rest of the blank page.

I think there's a power toy to fix this (move the cursor to the top of each
page, etc.) and I assume this is fixed in the next version.

A quick search turned up the scrubber utility mentioned here, but I would
swear there was one that just fixed the cursor position without doing the
extra steps in that utility.
