I went to the URL (
http://pub-server:34683/_admin/AlternateUrlCollections.aspx) and I configured my "Sharepoint - 80" zone to have an alternate internet mapping of "
https://onenoteserver.domain.com". This resolved all issues I had with syncing and creating notebooks. Clearing the cache did not help.

IMHO ON-notebooks would better not be included in Sharpoint operations
