This can sometimes be tricky, but first up I'd try these:
[1] Close OneNote on the PC, close OneNote Mobile on the mobile device (via
Task Manager), reattempt sync
[2] Restart mobile device, reattempt sync
[3] Restart computer, reattempt sync

No, I think I've ready elsewhere that it has to do with naming conventions in
OneNote and deleting the cache files, but I can't remember exactly the steps
required and can't find any previous posts that work.

No, that's not it. It has something to do with the naming convention and
cache in OneNote. I just can't remember/find the details.

I had have this problem and I solved it deleting and recreting "OneNot
Mobile" folder. Obviously, I have first saved my notes..
