Onenote should let me make a linked comment to another text.

I would like to make the suggestion that Onenote allow me to make a linked
comment to a text or object, and that when I publish to Word, that the links
are handled like comments.

That's a commonly voiced request. In the next few weeks MS should be
releasing information about the features to be included in OneNote 12
(which will be released in conjunction with the next version of Office).
We'll see if this feature makes it into the product.
