Only allow email to be sent to one recipient

Hi, when I click my 'To' button my global address list dialog appeas. I can
then select as many recipients as I want to send the email to. But I would
like to know if there is a way to only allow one recipient to be selected to
send the email to?

Can this not be done just for one custom form then? Is there any way I can do
this in code? Thanks.
