Only Files received through email are being blocked

I could use some help. It seems that for some reason, my autoprotect feature on my received files no longer works. They used to open in safe mode - but that is no longer happening. I can view files I receive, but cannot download, save and open, unless I first download them and then click on properties and check the unblock feature to view??
