Only one of two delegates receive invitations responses

I have set up two delegates on a manager's email in Outlook 2000. And turned
on the setting "meeting requests go to delegate only". When a meeting
invitation is sent by the manager or one of her delegates, the responses only
go to one delegate. Why?
