only some rollovers work

Hi,
I'm having a problem making all my navigation rollovers work.
On this website http://www.electsheryl.com/ you will see that some of my
navigaiton buttons work with a rollover while others don't. I have the same
configuration on each page but don't get the desired results.

you should make the red rollover type the same size as the blue, then it
won't slide all
around when you rollover it, the links work
