open a picture or graphic to insert another graphic

I have read one response for inserting a graphic. This is not what
I am trying to achieve. I know how to do this. I am trying to place
one graphic on top of another. This was easy in Word 95 using
Windows 98. I was able to figure it out on my own. The new
Word 2003 seems to be more complicated. I even had trouble typing
in a textbox on a graphic.

If both objects are in the drawing layer, you can control their order (front
to back). If the graphic is In Line With Text, then set the text box to In
Front of Text.
