Open a project from another version of Project

I seem to be having trouble opening a MS Project 2003 file in MS Project
2007, looking for some advice....

Verify Service Packs. P2003 is at SP3, P2007 is at SP2 (but SP1 for P2007
should correct it). That's all I can think of for now
