Open a project template from Web Access

I added a link to the Web Access homepage to start a new
project, by accessing a project template in Project Pro
with the following line...
PjOpenFile.ProjOpenFile(sID,nUserID,true);

But the template fails to open unless the user is a
Project Server administrator, or the owner of the
template. How can I set the permission or ownership of
the template so that any project-manager can open it this
way? It is possible to directly open the template in
Project Pro, it is just the above link in Web Access that
fails. The above line works with all projects, regardless
of the owner/creator, it is just templates that fail.
Anybody have any ideas?
