.
This Newsgroup deals with MS Office Outlook issues. Not
Outlook Express. Outlook Express is a component of the
Operating System, specifically a part of Internet Explorer.
You will have better responses from the OE gurus that hang
out at:

You cannot open a .PST file with Outlook Express. You'll need to install
Outlook 97/98/2000/2002/2003 on this machine which CAN open the .PST file,
then use either Outlook's Export functions or Outlook Express' Import
functions to move mail from one to the other. Again, BOTH programs must be
installed and operational on this machine for the process to work. One last
item of importance is the .PST file, itself, which was set to READ ONLY
status when you transferred it to CD. It will have to be copied back to
your hard drive and reset to READ/WRITE status before Outlook can use it.

Outlook Express cannot utilize PSTs. You need Outlook for that.
