open and save as... buttons

I don't know exactly when it started but my Open and Save
As.. buttons do not display the dialogue boxes. I have
removed and reinstalled Office 2000 and applied all
updates from MS. Current anti-virus has been used and
scans show no viruses. No error messages are displayed.
Shortcut keys do not work either. I can open an excel
spreadsheet from explorer but cannot save any changes. Any
ideas?
