open new form where user has just clicked

Is is possible to write code to ensure that when a user clicks to open a pop
up form that the form opens over/close to where they have just clicked? So
even if they have moved the original form the new form still opens near their
mouse rather than where the form was originally saved.

Thank you for the link. I do not know anything about API so I shall have to
have a good look. Seems rather daunting though on first look!
