Opening a new email message in Outlook 2003

I have a user that receives the following error message every time he opens a
new email in outlook 2003.

"Your current security settings prohibit running activex controls on this
page. as a result, the page may not display correctly."

Can you tell me how to fix this so that the user wont receive this message
every time he opens an email.
