Opening a Password protected MDB in Access 2003

I have a 2002 Mdb with 2000 as the backend. I have a user with 2003 who gets
the error message "Database is in an unrecognizable format" error message
after keying in the correct password. Database is accessible by users with
access 2002. Any help that could be provided would be greatly appreciated.
User is offsite and connected via dialup to network.

Is the database secured?

There is some misleading code around that generates that kind of message if
the user does not have the permissions necessary to set the Connect property
of the TableDefs when the startup code runs.

Yes the database is secured. The user is offsite which makes it difficult
to troubleshoot.
